Consequences of the transition period in post-communist countries - people's assessment of market reforms
Market transformations in post-communist countries led to a drastic change in the economic systems of these countries, which radically affected the lives of millions of people. However, the effects of the transition period were very mixed.
To assess people's market reforms, the EBRD and the World Bank conducted a "Quality of Life Study in Transition Economies" in 2006.", which combines elements of traditional household research with questions about respondents' value positions. According to this study, only 30% of respondents believe that the situation in their countries is better than in 1989. The results of the study show that the majority of respondents admit that they live better today than they did at the beginning of the transition period. Data on the availability of consumer goods by households and an analysis of their expenses indicate that a middle class has been formed in many countries. Respondents are less active in supporting reform-minded parties and expect their governments to make greater efforts in solving socio-economic problems and correcting past injustices.
Of particular interest is the attitude of people towards the economic system. In all countries with economies in transition, respondents favored democracy and a market economy, and only in Russia did the largest proportion of respondents choose authoritarianism and a planned economy.
Among the supporters of a planned economy, there are almost equally those who support democracy and those who support authoritarianism. No significant patterns have been identified regionally, with the exception of the Baltic States, where there are many more supporters of democracy than supporters of authoritarianism. In addition, among the CIS countries, only in three out of eleven countries, proponents of a directive economy have chosen democracy, while others are leaning towards authoritarianism.
So, the market transformation of the economic systems of post-communist countries has become the main condition for changing the mechanism of income generation. At the same time, the radical restructuring of the economy did not happen painlessly. The dismantling of the old system and the construction of a new institutional system, as well as contradictions between formal and informal institutions, often led to disruptions in the functioning of the market mechanism. The contradictions and incompleteness of the new institutional environment resulted in negative phenomena in the process of income formation and distribution, which sometimes took ugly forms. One of the most striking consequences of the incompleteness of the institutional environment in transitional economic systems has been the shadow redistribution of income.
